Some excellent points, Kevin. I think you're using a measured approach to how you assess these outreach efforts. My friend Chris MacDonald, who also follows you, will publish his story of seven years of homelessness this year. As a Homeless person himself, he recognized when he experienced the care of organizations that saw him as the protagonist of his own journey and when he was "being rescued." The final section of his book will, in part, rate the different orgs with which he interacted.
